P. Shum received the B. Eng. and PhD degrees in electronic and electrical engineering from of the University of Birmingham, UK, in 1991 and 1995, respectively. After PhD graduation, he stay in the same university as an honorary postdoctoral research fellow. In 1996, he carried out research in semiconductor laser and high speed optical laser communication in the Department of Electrical and Electronic Engineering, Hong Kong University. Since July 1997, Dr. P. Shum joined the Department of Electronic Engineering, Optoelectronics Research Centre, City University of Hong Kong. In 1998, he has received the IEEE EDS/MTTS India Chapter best paper award for his paper in Photonics-98. In 2002, he received the best paper award at the 3rd International Conference on Microwave and Millimeter Wave Technology. In 1999, Dr. Shum joined the School of Electrical and Electronic Engineering, Nanyang Technological University. He is the founding member of IEEE LEOS chapter in Singapore. Since 2002, he has been appointed as the Director of Network Technology Research Centre. He received the Singapore National Academy of Science Young Scientist Award in 2002. Dr. Shum has published more than 150 international journal and conference papers. He is the technical program chair of ICOCN 2003 and committee members and international advisor of many international conferences. His research interests are concerned with optical communications, nonlinear waveguide modelling, fibre gratings and WDM communication systems.

Dr. Zhong Wende

He joined the School of Electrical and Electronic Engineering, Nanyang Technological University in 2000. He is currently a Professor in the Communication Engineering Division. During 1993-1995, he was a post-doctoral fellow at NTT Network Service Systems Laboratories, Japan, where he worked on design and analysis of photonic packet switching systems. During 1995 - 2000, he was a research fellow and then a senior research fellow at Australian Photonics Cooperative Research Centre, Photonics Research Laboratory within the University of Melbourne, where he worked on research and development of optical communications systems, and photonic packet switching. He has served as a member of technical program and/or organizing committee of numerous international conferences. He has published more than 120 refereed journal and conference papers, and has given invited presentations at several international conferences. He received his M.E and Ph.D degrees from the University of Electro-Communications, Japan, and his B.E. degree from Beijing University of Posts and Telecommunications, China. He is a senior member of IEEE.
Research Interest
His research interests lie in optical wavelength-division multiplexed (WDM) systems and networks, and photonic packet switching. His current research is directed towards traffic grooming issues in IP over WDM networks, optical performance monitoring for transparent optical networks, and survivable optical network design.
Dr. Sun Xiaowei

X. W. Sun was born in Beijing, China. From 1986 to 1994, he studied at Tianjin University, China, where he received his B.Eng., M.Eng. and Ph.D. degrees all in photonics. From 1994 to 1998, he studied at the Hong Kong University of Science and Technology where he received his second Ph.D. degree in electrical and electronic engineering. He has been with the Division of Microelectronics in the School of Electrical and Electronic Engineering of Nanyang Technological University since 1998 first as an Assistant Professor, and was promoted to Associate Professor in 2006. His research interests focus on MOCVD growth of ZnO, display technologies, and nanotechnology. Dr. Sun is a member of IEEE and Society for Information Display (SID). He is the founding Chair of SID Singapore and Malaysia Chapter.

Dr. Changyuan Yu has been an assistant professor at Dept. of Electrical & Computer Engineering, National University of Singapore and A*STAR Institute for Infocomm Research since December 2005. He received Bachelor of Science in Applied Physics and Bachelor of Economics in Management from Tsinghua Univ., China in 1997, Master of Science in Electrical and Computer Engineering from the Univ. of Miami, USA in 1999, and Ph.D. in Electrical Engineering from the Univ. of Southern California (USC), USA in 2005. He was a visiting researcher at NEC Labs America (9/2005~12/2005), and a visiting professor in Univ. of Melbourne, Australia (5/2007~7/2007). His research focuses on integrated electro-optical devices, optical interconnects, fiber-optical devices and subsystems, fiber sensors, and high-speed optical fiber communication systems and networks. Dr. Yu has authored/co-authored 4 book chapters and over 80 research papers on the peer reviewed journals and the prestigious conferences. He won IEEE/LEOS Graduate Student Fellowship Award (2004, 12 winners from all over the world annually), Academic Achievement Award (Univ. of Southern California, 2005), and Award of Academic Merit (Univ. of Miami, 1999).

Dr. Mei Ting

Dr. Mei received the B.S. and M.S. degrees in optical engineering from Zhejiang University in 1988 and 1991, respectively, and the Ph.D. degree in electrical engineering from the National University of Singapore in 2000. He was a research staff for Zhejiang University, China, and the Institute of Microelectronics, Singapore, during 1991 ~ 1995 and 1997 ~ 2000, respectively. He joined the School of Electrical and Electronic Engineering, Nanyang Technological University as an Assistant Professor in 2000 and has become Associate Professor since 2005. He is Senior Member (2006) of IEEE/LEOS.
Research Interest
Dr. Mei¡¯s research has been in the area of semiconductor optoelectronics and novel optoelectronic devices, semiconductor microfabrication, and infrared imaging technologies including QWIP, QDIP and microbolometer. His current research interest focuses on photonic integrated circuits, intermixing of heterostructure, quantum well/quantum dot devices, and nanoscale semiconductor materials.
Dr. Desmond R. Lim

Desmond R Lim received his Bachelors (94), Masters (94) and Ph.D. (00) from the Massachusetts Institute of Technology in the field of Electrical Engineering and Computer Science. He has been working in the field of semiconductors and photonics for 16 years. Dr Lim is currently a Program Manager in the Directorate of Research and Technology at the Ministry, where he manages the R&D programs in microystems technology. He is an Adjunct Associate Professor at the Nanyang Technological University (NTU). Dr Lim was named in the Technology Review TR100 list as one of the top 100 young inventors worldwide and was also Singapore's first science International Olympiad gold medalist (Physics in 1989). His work on silicon photonics has been reviewed in Science magazine as well as the Wall Street Journal. In 2003, Dr Lim received the National Science and Technology Academy Young Scientist Award. He is the secretary of the IEEE/LEOS chapter in Singapore. His current research interests are in components, subsystems and system applications for microwave photonics, photonic sensors and power generation. He is the inventor of 21 US patents with several pending and has journal articles, which have been cited over 800 times.

Dr. Chan Chi Chiu Julian

Dr. Chi Chiu Chan received the BEng. (1st Honors.) and Ph.D from Department of Electrical Engineering, the Hong Kong Polytechnic University in 1996 and 2000 respectively. From 2000 to 2003, he was a Postdoctoral Fellow in the Department of Electrical Engineering of the Hong Kong Polytechnic University. Currently, he is an Assistant Professor in School of Chemical and Biomedical Engineering, Nanyang Technological University. His research areas are optical fiber sensing system, fiber Bragg grating device, fiber optics chemical sensors, photonics crystal fiber biosensor, digital signal processing, such as artificial neural network, fuzzy logic, genetic algorithm, wavelet, etc., on smart structures, fiber optics chemical and biomedical sensing areas. His accomplishment in these areas is demonstrated in his 200 international publications.

Baoxi Xu is Senior Scientist of Data Storage Institute. Dr. Xia Yu received the B. Eng. and Ph.D. degrees from the School of Electrical and Electronic Engineering (EEE), Nanyang Technological University (NTU), Singapore, in February 2003 and April 2007 respectively. From June 2006 until September 2008, she worked as a Postdoctoral Researcher in the school of EEE, NTU. She is now an Assistant Research Scientist in the precision measurements group, Singapore Institute of Manufacturing Technology (SIMTech), Agency for Science Technology and Research (A*STAR). Her research interests include photonic crystal based devices, microstructured waveguides, photonic sensors and surface plasmons.
